Honor and Ethics: Does America Need a “Lending Code?”

The UK has a "Lending Code" that aims to protect consumers from unfair lending practices. America, meanwhile, has been trying to push through legislation that does the same, but with little success, so far. Could a unified code of ethics help the US?
